European Union Agency for Fundamental Rights: Report published on 'EU solidarity and Frontex: fundamental rights challenges', August 2013

The subject of this report is the set of fundamental rights challenges posed by EU solidarity measures designed to support countries most affected by irregular arrivals by sea, including EU funding schemes, relocation from Malta and Frontex operations.

The Report is critical of the proposed Internal Security Fund for containing few references to fundamental rights and for prioritising security concerns. The Report also assesses the 'considerable fundamental rights concerns' raised by the 50 Frontex sea operations carried out by the end of 2012, noting positive developments in fundamental rights training activities and in the new duty on officers to report violations. The Report makes a number of recommendations for improvement.
